Changxing Island, the second largest island in Shanghai, aims to become an island with globally advanced oceanic facilities, ecological water resource of Shanghai and distinctive scenic spots, according to the general plan of Shanghai municipality. In order to accelerate the development and construction of the Island, the Shanghai government established Shanghai Changxing Island Development Administration Commission and affiliated office, and made Shanghai Changxing Island Development and Construction Co., Ltd as the acting entity of development and construction. For the very purpose, the Company appointed China Development Bank to organized a syndication to provide loans amounting to RMB 15 billion for the construction of infrastructure of the Changxing Island. China Development Bank invited Agricultural Bank of China, Shanghai Pudong Development Bank, Industrial and Commercial Bank of China, Bank of China, China Construction Bank and Bank of Communications to join the syndication. After negotiations of about half year, the syndication concluded agreements with Shanghai Changxing Island Development and Construction Co., Ltd recently.
